Asylum Applications Fall But ….

Asylum applications for the last three months of 2009 were the lowest since the early 1990′s.  Border and Immigration Minister Phil Woolas ia reported to have said” …Our border has never been stronger, as shown by the fall in the number of asylum applications.”

Does this mean we are refusing to allow application for asylum by refusing entry, landing or what?  My understanding is that asylum is usually claimed as soon as the person arrives and therefore the potential asylum seeker would not be able to ‘arrive’ for that statement about our border to be correct.  Or it just me?
